I was able to re-title my 1997 Miata/Exocet as a Specially Constructed Vehicle in NC and the process started after I filled out a general question form on the DMV web site and I was given the following info.

I called the Raleigh number because it's the closest listed to Clayton and the Raleigh office gave me a number for the inspector who's office was in Clayton. I set up an appointment for him to come look over the car and the paper work.
The Inspector/Officer came to my home and looked over my existing title, Certificate of Origin (COO from Exomotive, and the bill of sale. He did inspect the car for general road worthiness. He asked if it had a horn and I think he looked at the lights for DOT markings. FWIW, I am using Dominators from Exomotive. He did say one of the things he looks for is a windshield wiper but my car did not have the Exomotive 12" windscreen installed at the time so he said that wasn't an issue.
He did spent a long time looking for the VIN and serial number on the block. I had gotten rid of the body of my donor a while back but I did retain the VIN plate. Ideally he would have liked to have seen it on the actual body, but the number matched the VIN on the oil pan and the transmission so he didn't press the issue. If you are using a motor or trans that did not come from your donor car, make sure you have a bill of sale for it. Ideally, keep at least a section of the body so he can verify the VIN plate. He also looked for the serial number on the block. On my 97 it was located driver side at the back of the motor on the block, by the heater core hose where the block meets the head.
Once he was satisfied I actually owned the parts from the donor and he took a ton of pictures he wanted to see the MVR-55 form; the builder's affidavit. You will need to have this notarized. Provide as many details as you can fit on the form. TBH the inspector nor the DMV scrutinized this form so just be thorough on what you did. Your inspector will examine your existing title, the Exo COO and the bill of sale. He will now send his report off to the state and they will send him the North Carolina Serial (NCS) number. It took about a week. This NCS will be the new VIN.
Once my Inspector had NCS number he made another appointment to come out and apply the sticker to my car. You will also use this NCS number to fill out a Corrected or Substitute Title Application form, or MVR-5. Again, make sure you have it notarized. IIRC, the state sent me a MVR-5 form in the mail, probably as a result of the inspector filling the paperwork with the state.

The rest is pretty self explanatory.
I then took the MVR-55, the MVR-5, the Exo COO, Exo bill of sale, title, current registration and my current insurance card to the DMV. It only took about 20 minutes and when I walked out I had a new registration card that showed the updated info since my donor was already registered.
The new title takes a couple weeks to show up.
